why would anyone be murdered

states have decided. california and oregon have said no. Washington and Colorado have said yes.

This isn't a state-wide petition. If you notice, it goes to the WHITE HOUSE. Not the states individually. U.S. Congress now HAS to look at it because it got the 25,000+ votes in less than a week. If congress votes it in, then ALL states HAVE TO allow it, but cities/counties don't (like alcohol).

i don't think all should have to allow it. i believe in local government and the power of the states. if you want it... pass a law. if you don't then don't.

The states can regulate it in their own way, but they would still have to allow it. Like I said, it'd be treated like alcohol (some states have their own regulations for alcohol).

No, the proper way to handle this is, the federal government is no longer part of it at all. The states should determine if they want to legalize it or not and how they want to regulate it. The federal government forcing all the states to legalize it isn't any better than forcing all the states to follow laws that make it illegal. If the federal government has the power to grant you whatever you want, it also has the power to take everything away. Leave it up to the states, that is where the power is closest to the people.
