Yes the tickets are legit, yes somebody will be stupid enough to pay $400. The people selling bought rights to certain seats to all events at their local venue. All ticket brokers do it. Their gaurenteed tickets to every event that the venue holds.

eh, Stub Hub usually has random good deals, I had 4th row to Family Values in 2006 for about 90 a piece

They (don't) have tickets right now. They own the rights to tickets which means they're gaurenteed tickets to the event. Thats all it is.
